Framework

The MLRC Program Review framework describes research-based components in serving multilingual students within the context of international schools.  

Our framework is: 

  • Developed by the MLRC, a team of global scholars, and international experts  
  • Grounded in current research and existing evaluation frameworks 

The MLRC Program Review framework has been designed to reflect the nested nature of schools as complex ecosystems. It is organized across four levels: student, classroom, program and school.

The identified sub-themes and corresponding indicators within each level are supported by key research from the field of multilingual education, adapted to the international school context. Over 60 specific descriptors indicate exemplary practice, while allowing for flexibility across program models, student demographics and school size.

MLRC Program Review Phases

Site Visit

  • MLRC and school establish
    partnership to review school’s service of multilingual learners
  • Expectations and commitments aligned
  • MLRC shares Program Review Framework to guide process
  • Date set for site visit
  • Contract signed 

1-2 Months Prior to
Site Visit

  • Virtual meetings with MLRC and core school team to understand context and co-develop plan for data sharing and onsite logistics
  • School shares requested data with MLRC and administers pre-visit surveys designed by MLRC
  • MLRC analyzes shared data and surveys
  • Site plan finalized based on context and data

Approximately
1 Week

  • Visit typically spans 4-5 days
  • MLRC conducts focus groups, meetings and
    classroom observations
  • Final day on-site includes member checking of emerging themes with school leadership team

1 Month After
Site Visit

  • MLRC conducts thorough analysis of all data collected
  • MLRC completes report using the MLRC Program Review Framework
  • Post-visit virtual meeting to discuss report findings and possible next steps
